Modding Van Buren

The first game I've tried to mod that is absolutely not made to be modded is Black Isle Studio's Fallout 3 tech demo, also known as Van Buren. The game is a piece of garbage that crashes constantly, wasn't meant to be released to begin with, and has absolutely no programs made for modding its engine. So, clearly, it was a good first choice for something to mod.

Although it has a metric fuckton of issues, a notable one is the female player character. The female character starts without any items. Whereas the male character starts with the cattle prod and a jumpsuit, the female character starts with nothing. Another person trying to mod Van Buren, who has a blog at redneckattempts.blogspot.com, made a patch that fixes this. I've been working with them trying to figure out how the game's .rle and .8 files, used in map loading, work. Unfortunately, we've had little success so far.
